Make a 4 inch tapered body using an old broom handle......the front end should just be the original size and the back end should be about a quarter inch smaller in diameter than the front end. Now drill a pilot hole in each end of the wood.....put a threaded screw eye in the back end and then take a pop bottle or beer bottle cap and drill a hole through the center and then drill another pilot hole and attach the beer cap to the front end with another screw eye. The cap makes a cupped shape like a popper. Paint the wooden body white and dry well using an oil base paint. When dry, on the back eye, tie two hair or feather jigs, one on a foot leader and the other on a two foot leader....tie your line to the front eye. The old timer showed me a couple he'd made and uses them for attracting and catching stripers. He also makes them with basswood, but when doing that he adds epoxy to the screw holes.

This is how he described it to me, but it would be good to paint the wood first including the end grain before attacing the cap and eyes.
