Default Photograhers, help needed!

Ok, I'm in the Big Fish contest. I don't take pictures! I'm guessing that in my whole life, I MAY have pushed a shutter button a couple of dozen times. No laughing PLEASE! I shore fish thru some treacherous topography and spend a lot of time in waiters in the water. If something should be held...I will definitly drop it!
What do I need/want?

The needs:

Compact, will be carried daily. Already carry to much, have no interest in increasing the load.

Image stabilization- A MUST!!

Waterproof- no exceptions unless....someone can convince me otherwise. I don't want a waterproof camera case. I want a waterproof CAMERA.

Shock resistance- guessing 6ft. probably enough but prefer 10 or more.

Must have time and date stamp-I think almost all do now.

Sand and dust and dirt protection- almost all waterproof are usually dust proof too, but there definetly are better and worse. Like wise with the waterproofing.

The wants:
Ease of use- very important

Best possible still picture. I realize in the waterproof cameras they almost always take a hit in picture quality. Partially just due to waterproofing lense.
Fast repetative picture taking ability.

Video not THAT important, at least at the moment. Seems a lot of cameras tend to spend more and more to improve video instead of STILL pictures (backwards if you ask me)

Rugged and PROVEN WATERPROOFING! I've read alot of reviews, literally hundreds. Just because they say waterproof, doesn't necessarily mean they are waterproof. (You all know by now...I seem to over research.)

Ok the big one...Price.
$100-200
Ideally I'm looking for $200 camera (price point for quality, except Canon Power Shot almost fits all criteria and easily found in the $100 range, Fuji also)for a $100, on sale or other means. I've found that finding a camera at a discounting of 50 percent really isn't that difficult. Finding the right camera at a discounted price is a little more challenging.

I have over researched! I feel like I'm back to my starting point.
If your ideas are above price range still let me know your thoughts and maybe I can find it discounted.
Considered
Panasonic- Lumix line, DMC TS-1 thru TS-3. The DMC TS-10 fits almost everything but reviews aren't really as positive as I ideally would like.
Fuji-FinePix collection, XP-20 ( $120) and above. Again reviews weren't as positive as would like.
Sony Cyber Shot TX-10
Olympus Stylus 8000- slow between pictures reviews say?
Canon Power Shot
....please do not limit your replies to just the above mentioned.
Remember I don't have a CLUE.

All the above are the basics, thinks like manual over-ride, aperature adjusting ect. dosn't scare me although really not necesarry.
I do not and will not carry my phone while fishing...unless alone boat fishing. Don't need or want phone calls when fishing. This is non-negotiable.
I will consider all ideas and help.

Price point pretty important can always step up later if I find I've woken the CAMERA MONKEY.

I really fear biting off more than I can chew and end up frustrated.
Seeing this will almost definitly be an internet purchase, quality is ESSENTIAL. I don't want to waste time sending back and forth faulty products.

If anyone has recomendations of WHERE to buy, that also would be greatly appreciated.
