whats the technique for fishing this?

ive had 1 one of these for a couple of yrs, just never tied it on until today.. the way it flutters back to the bottom i imagine would generate many strikes since it looks like a dying minnow. i basically did a stop & go retrieve & changed it up with quick jerking action and let it fall back down then quick jerk again, since i dont really know how to fish this thing i was just messin around, unless thats how you are supposed to fish it
