The way I see it two officers saw the fish said nothing and it was in minn,100 ft away different hole he caught the canuck,if he hauled the smaller fish into canada yes be illegal but most likly it stayed by its usa hole,so at no time in possesion of 2 in canuck.
When he crossed the line,with that fish be a Min. thing,and in most states possesion limit is times 2 what daily limit is.There is such a thing as honor,and a time to keep ones mouth shut. Sue the min dnr for acting in a foreign nations behalf,they couldnt have retrieved it themselves. Id have asked for a warrent would love to see how it would be written,something smells fishy,just an excuse to deny a us resident of the honor.On all shared waters they generally cooperate but in fine print says one must obey the law where they are at,and canada cannot enforce usa laws,nor vice versa if not in unlawfull posession when in that jusrisdiction.
