If you can drag it against your thumbnail and it doesn't gouge it, sharpen it. This is not to put pressure on it as you drag it across your nail though.

I use a run-of-the-mill hook file, but I'm sure virtually all of the sharpening devices will sharpen hooks. Certainly check your hooks during the off-season if you have an off-season. Then during the season, periodically check the hooks for sharpness, particularly after a lure has hit some sort of cover or after it's caught a couple of fish.
I use a couple of files of this general style:

Sure is, HA!
I use one of these: Fits in your pocket and works extremely well. Like Lizards said, if it doesn't dig into a fingernail with just a little pressure it gets sharpened.

I seen a show years back where uncle homer had a piece of 120 grit or finer sandpaper glued to his fishing pole for quick and easy access. They just don't make em like they used too.....

I use the same file with a groove in it for hooks that I picked up at kmart 25 years ago...they sure make hooks alot sharper than they used to!

I sharpen every hook, even new Gama's out of the box. I use the diamond hone that is shown above. The thumb nail test is a good one,Rarely will you find a crank that will pass it new. When Gamakatzu hooks first came out in the 80's they were the sharpest things I had ever seen. Not anymore. One word of advise. Dont over sharpen. You can heat the metal up with a sharpener and hurt the temper or soften it. Fish2win
