Default Oxygen Generators?????

There are quite a few subdivisions around the Houston area that have stocked, man-made lakes in the front of them. Most of them have those water features (???) that spray the water up in the air. I would have to guess that the home builders/developers think that this helps sell houses....???

Anyway, I was wondering, do those water features help to put oxygen back into the water? How does this affect turn-over??? Will lakes that have these features running full-time, year round have larger bass? Will these fish feed more actively during the cooler months? Will they remain in the shallows longer due to more available oxygen in the water?

Can someone more knowledgeable than myself shed some light on this scenario?
