Kind of a fun question
OK, your given $300 but with stipulations.
You can purchase ONE fishing rod...or ONE fishing reel. No matter cost you get ONE or the other. Any money left is LOST! You can buy either on sale or retail, you decide. Can't find a good deal and get both and NO combo purchases. Heck if you want you can buy line, stick jacket or reel cover, OK but that's all the room you get. You rod builders have an exception rule...seeing your probably build your own rod if chosen, let us know what you would put together. This is a Rod YOU are going to fish with not sell. Personally I'd take a custom spinning blank, Legend maybe a Loomis with Micro- wave first guide and titanium the rest. The rest is left to builder cause unless I find a deal the titanium guides alone are $50-$100 and the blanks are going to be probably over $200. So what do you want SANTA MONKEY to bring you?

I would probably buy one of the new Phenix K2 blanks to build on, TX-714MH-C, specifically. It sells for $219, I would use whatever is left to buy top quality cork, a few trim pieces and pay for shipping. I already have guides, reel seats and everything else I would need.
One question Joe, you can't pick a custom unless you're going to use part of your money to pay someone to build the rod. You have to play by the rules of your own hypothetical.

Guess I'm going to REALLY have to get a deal on the BLANKS! Bet I could talk Shane into it! Shane will PM as soon as I get the money sent to me! Hey Joe, using 'parts on hand' may be a gray area? PLUS, I've been really busy this week trying to find a GREAT deal on a LUCKY CRAFT lure!!! While I'm searching I mite as well look for blank deals.

I would probably pick up the Falcon Cara MMC-5F-172, Mike McClelland Signature Swim Jig Rod with micros, $250ish, rod sock and spool of Tatsu. Should come in right around $300
If I were going to go with a reel instead, I would most likely go with a 2nd Generation Revo Premier. I just purchased a new 3rd Generation Revo Winch and the profile of it is not as comfortable to me as my 2nd Gen Winch, I do have very large hands however.
