I don't know who made them but maybe someone in here would know. Anyways, I use these to make a large worm stay at the surface. It can make a large worm look like a small snake swimming around. Simply peg it to your line like a bullet sinker and you have your floating worm. Also, you can reverse the wooden float and use the cup end to cause a bit of a splash with the worm like a popper would.
