using jitterbugs

when is an ideal time of day to use the jitterbug? after sunset?.ive had 1 forever never used it before until today, i was getting sick of everything else i was using today, so i was just tied that on to see what it was all about & play around w/ it,, kind of addicting..lol
i also found a new lake today, which is now going to be my new fishing hole. and thats where i used it. as soon as that thing hit the water i could see activity around the jitterbug ( didnt catch anything on it) but the water is super clear and everytime i got it close enough where i could see anything there was at least 3 to 4 blugills(wish they were bass >) following it and getting ready to ambush it every time.. my main target areas were logs, grassy areas, and lilly pads..i take it those are the areas it's meant for? i can def. see the potential for this lure. guess its more a time of day issure to get the big hits, correct?
