Default Ponds overfished

There are several small ponds in the area with good populations of bass in them and they are healthy bodies of water. Unfortunately, many of these ponds are being way overfished, and the fish are being caught by unexperienced anglers who have no idea what they are doing. Many are just using live bait and fishing for food, and keeping everything they catch, which is killing any opportunities for good fishing in suburban areas. My friend used to have a great pond right by his house, loaded with 8+ bass that he could catch very often. Then some indian person moved into the neighborhood and started keeping every single fish he caught out of it, even huge bass that he caught. Within a short period of time it became simply awful to fish there. This is happening to good ponds and small lakes all over the area because the fish population is too small to recover from people keeping their fish. Anybody else have this problem or is it mostly just in an isolated area around where I live.
