Default surgical tube river fishing for walleye

Anyone know where a guy could buy a river system lure, one that uses surgical tubing to cover the weight, then drag a floating jighead with a twistertail for walleye fishing ? A guy at work wants to know...He could probably make one, but wants to buy them already made...
I've seen them used, witha 3 way swivel, one for the line , one for the tube with the weights, and one for the floating jig head....

I could, but the guy has a roll of surgical heat shrink tubing , he's just to lazy to make em lol...I think all he wants is a bottom walker type tube with
1/2 ounce weight, thanks for offering tho!
