What makes a locked topic a locked topic, and why are they locked? Like the one TK posted.

Kevin has chose to lock that topic. He has done this for his own reason, since he can. He owns the site, and can do as he chooses. I've found that most of them are just little skrimishes between a couple of board members. If it's bad he just removes it.
