I just came into possession of a 7' spinning rod from a neighbor. Well, it WAS 7' but he sawed off a few inches from the handle so it would fit in his car.

I haven't done it, but it seems to me sleeving it shouldn't be too difficult. Remove the butt cap and get 2 pieces of rod from an old one-one the same diameter as the rod the length you want and one that is small enough to fit inside the blank. Insert one end of the smaller blank in the handle of the rod and the other inside the replacement part. Glue them together, let the glue set, then add however much cork you need and probably a new butt cap and you are good to go.
